Public Administration:Soul Science & Scope
From the beginnings of our daily life schedules we come across innumerable activities that the government undertakes.Here in administration can be found in various institutional settings such as business firms,a hospital, a school or university and so on. Government is involved in many sectors of social life: cultural,economic,regulatory,social,productive and many others so the management needs of socio-economic leadership depends on the public-serving activity that is:- The Public Administrative System.
Public Administration is a system of organisation and action oriented with performance of the activities that can be used for the realization of the goals of the government. Alike having any other system like political system and economic system societies also have their public administrative systems.
In the history of western political thought, Aristotle's Politics and Machiavelli's The Prince are important contributions to both political and administrative issues and ideas. Kautliya's Arthasastra,
the Mahabharata and the Ramayana contain many insightful observations about the organisations and working of the government.
As Woodrow Wilson published an symbolic harbinger of a fairly autonomous inquiry in 1887, he made a remarkable comment -"There should be a science of administration which shall seek to straighten the paths of government,to make its business less business like,to strengthen and purify its organisation and to crown its duties with dutifulness." The distinction between a 'political activity' and 'administrative activity' known to be a politics-administration dichotomy is the need of the hour.
The basic concerns of the public administration shall include:-
(a) Structures of public organisations dealing mainly with the way executive organisations are formed,readjusted and reformed,
(b) Administrative processes denoting the dynamic aspects of organisation such as communication,control and decision making,
(c) Bureaucratic behaviour with the emphasis on the inter-personal and inter-group relationships in organisational settings and
(d) organisational interactions with administration and surrounding forces and factors.
